แนวปฏิบัติเพื่อยกระดับคุณภาพมาตรฐานโรงเรียนมัธยมศึกษา

Abstract

การวิจัยครั้งนี้มีวัตถุประสงค์เพื่อทราบ 1. มาตรฐานและตัวชี้วัดเพื่อยกระดับคุณภาพมาตรฐานโรงเรียนมัธยมศึกษา 2. แนวปฏิบัติเพื่อยกระดับคุณภาพมาตรฐานโรงเรียนมัธยมศึกษา และ 3. ผลการเปรียบเทียบมาตรฐานและตัวชี้วัดกับมาตรฐานการศึกษาของรัฐ ประชากรที่ใช้ในการวิจัยครั้งนี้ ได้แก่ โรงเรียนมัธยมศึกษาสังกัดสำนักงานเขตพื้นที่การศึกษามัธยมศึกษา (สพม.) ทั้ง 42 เขตการศึกษา จำนวน 2,358 โรงเรียน มีการเลือกกลุ่มตัวอย่างด้วยวิธีการสุ่มแบบแบ่งประเภท (stratified random sampling) ได้ขนาดตัวอย่างจำนวน 311 โรงเรียน โดยแต่ละโรงเรียนมีผู้ให้ข้อมูลโรงเรียนละ 2 คน ได้แก่ ผู้อำนวยการโรงเรียนและครูที่ทำหน้าที่ประกันคุณภาพการศึกษาของโรงเรียน รวม 622 ฉบับ เครื่องมือที่ใช้ประกอบด้วย แบบสัมภาษณ์ไม่มีโครงสร้าง แบบสอบถามความคิดเห็น และแบบสอบถามปลายเปิด สถิติที่ใช้ในการวิจัย ได้แก่ ความถี่ ร้อยละ ค่ามัชฌิมเลขคณิต ส่วนเบี่ยงเบนมาตรฐาน การวิเคราะห์องค์ประกอบเชิงสำรวจ และการวิเคราะห์เนื้อหา ผลการวิจัยพบว่า 1. มาตรฐานและตัวชี้วัดเพื่อยกระดับคุณภาพมาตรฐานโรงเรียนมัธยมศึกษามี 6 ด้าน 70 ตัวชี้วัด คือ 1) ด้านจัดการเรียนรู้ 2) ด้านบริหารและจัดการศึกษา 3) ด้านพัฒนาชุมชนและสร้างเครือข่ายพัฒนาการศึกษา 4) ด้านอาคารสถานที่และสิ่งแวดล้อม 5) ด้านขวัญและกำลังใจ และ 6) ด้านผู้บริหารสถานศึกษา 2. แนวปฏิบัติเพื่อยกระดับคุณภาพมาตรฐานโรงเรียนมัธยมศึกษา มีแนวปฏิบัติทั้งหมด 150 แนวทาง ได้แก่ ด้านจัดการเรียนรู้ 65 แนวทาง ด้านบริหารและจัดการศึกษา 27 แนวทาง ด้านพัฒนาชุมชนและสร้างเครือข่ายพัฒนาการศึกษา 18 แนวทาง ด้านอาคารสถานที่และสิ่งแวดล้อม 22 แนวทาง ด้านขวัญและกำลังใจ 5 แนวทาง และด้านผู้บริหารสถานศึกษา 13 แนวทาง 3. ผลของการเปรียบเทียบมาตรฐานและตัวชี้วัดเพื่อยกระดับคุณภาพมาตรฐานโรงเรียนทั้ง 6 ด้าน 70 ตัวชี้วัด พบว่า ตัวชี้วัดที่ค้นพบมีจำนวนมากกว่าที่กำหนดในมาตรฐานมัธยมศึกษาของรัฐ โดยมีตัวชี้วัดที่แตกต่างออกไป คือ ด้านขวัญและกำลังใจ The purposes of this research were to determine: 1. the standards and the indicators to enhance the potential of secondary schools, 2. the guidelines to enhance the potential of secondary schools, and 3. to compare the finding standards and the indicators with the state education standards. The population of this research were secondary schools under the secondary educational service area office totally 2,358 schools. The sample size was derived by stratified random sampling. The sample were 311 schools. The respondents from each school were the school director and the teacher who responsible for quality assurance in school with a total of 622 respondents. The research instruments were unstructured interview, opinionnaire and open-ended questions. The statistics used for data analysis were frequency, percentage, arithmetic mean, standard deviation, exploratory factor analysis and content analysis. The findings of this study were as follows: 1. The standards and the indicators to enhance the potential of secondary schools consisted of 6 factors 70 indicators namely 1) academic affairs management 2) administrative and educational management 3) community development and educational network 4) physical environment 5) morale of teachers and 6) school administrators. 2. The guidelines to enhance the potential of secondary schools composed of 150 guidelines; 65 guidelines for academic affairs management, 27 guidelines for administrative and educational management, 18 guidelines for community development and educational network, 22 guidelines for physical environment, 5 guidelines for morale of teachers, and 13 guidelines for administrators. 3. The standards and the indicators to enhance the potential of secondary schools composed of 6 factors 70 indicators, where the findings shown that these indicators had more numbers of indicator than the indicators stated in nation secondary education standard which the morale of teachers was the added indicator.
