Development of Reviewer Selection System: A Case Study of Graduate School, Slipakorn University

Abstract

The objectives of the study is to examine, analyze, and develop system in order to facilitate and make more efficient for a staff, who work at graduate school, Slipakorn University. The researcher developed system for creating database in order to collect reviewer's data. Furthermore the system which is developed by the researcher has data warehouse for collecting keywords as well as the words that has the same meaning for using in ontology-based. The system can select the reviewer according to Thai Journal Citation index standards and paper workload which are being read by the reviewer. Processes of research are the following: system learning, analysis, system design to order and evaluate the performance in addition to user satisfaction.

The processes of system are the following: Firstly the user can search a keyword of the reviewer. Then the user searching for knowledge based ontologies and display data and report the name list of the reviewer that ascending order by workload.

After the system is developed, the system is assessed by two groups: (1) The quality assess system from 3 experts and the average point is 4.52, so the satisfaction level is excellent (2) the assessment of system satisfaction from 30 users and the average point is 4.44, so the satisfaction is good.

งานวิจัยนี้ มีวัตถุประสงค์เพื่อศึกษา วิเคราะห์ และพัฒนาระบบสำหรับคัดเลือกผู้ทรงคุณวุฒิเพื่อพิจารณาบทความ ซึ่งเป็นระบบที่ช่วยเพิ่มประสิทธิภาพ และอำนวยความสะดวกในการทำงานให้กับเจ้าหน้าที่วารสารของบัณฑิตวิทยาลัย มหาวิทยาลัยศิลปากร ผู้วิจัยได้พัฒนาระบบโดยสร้างฐานข้อมูลผู้ทรงคุณวุฒิไว้สำหรับเก็บประวัติของผู้ทรงคุณวุฒิแต่ละท่าน มีคลังข้อมูลคำสำคัญไว้สำหรับเก็บคำสำคัญและคำที่มีความหมายเหมือนเพื่อใช้เป็นฐานข้อมูลออนโทโลยีสำหรับการค้นหาผู้ทรงคุณวุฒิ ระบบสามารถคัดเลือกผู้ทรงคุณวุฒิได้ตามเกณฑ์ของศูนย์ดัชนีอ้างอิงวารสารไทย และตามภาระงานของผู้ทรงคุณวุฒิแต่ละท่าน โดยมีวิธีการดำเนินงานวิจัยตามขั้นตอนเริ่มจากการศึกษา วิเคราะห์ ออกแบบระบบตามความต้องการของผู้ปฏิบัติงานและผู้ใช้งานระบบ พัฒนาระบบ และประเมินประสิทธิภาพของระบบ

กระบวนการทำงานของระบบเริ่มจาก ผู้ใช้งานระบบสามารถป้อนคำสำคัญหรือคำที่เกี่ยวข้องกับผู้ทรงคุณวุฒิ จากนั้นจะผ่านไปยังกระบวนการค้นหาจากฐานความรู้ออนโทโลยีและแสดงผลโดยเรียงรายชื่อผู้ทรงคุณวุฒิตามภาระงานจากน้อยไปมาก

หลังจากการพัฒนาระบบ ได้มีการประเมินผลใน 2 กลุ่ม คือ ประเมินคุณภาพของระบบ 3 ด้าน โดยผู้เชี่ยวชาญ 3 ท่าน มีค่าเฉลี่ยรวมเท่ากับ 4.52 ระดับคุณภาพอยู่ในระดับดีมาก และประเมินความพึงพอใจของผู้ใช้งานระบบจำนวน 30 คน ทั้งหมด 4 ด้าน มีค่าเฉลี่ยรวมเท่ากับ 4.44 ระดับคุณภาพอยู่ในระดับดี
