GOOD GOVERNANCE ADMINISTRATION AND THE SCHOOL EFFECTIVENESSUNDER SAMUTSAKHON PRIMARY EDUCATIONAL SERVICE AREA OFFICE

Abstract

The purposes of this study were to determine 1) the good governance administration under Samutsakhon Primary Education Service Area Office, 2) the school effectiveness under Samutsakhon Primary Education Service Area Office, and 3) the relationship between the good governance administration and the school effectiveness under Samutsakhon Primary Education Service Area Office. The sample were 86 schools. The research instrument was a questionnaire based on the good governance administration and the school effectiveness. The statistical analysis were frequency, percentage, arithmetic mean, standard deviation and Pearson’s product – moment correlation coefficient.

The results of this research were as follows :

1. The good governance administration, as a whole, was at a high level, There were 2 highest level; morality and ethics, equity. There were 8 high level; transprancy, decentralization, rule of law, participation and consensus oriented, effectiveness, efficiency, accountability, and responsiveness.

2. The school effectiveness, as a whole and each aspect were at a high level; dropout rate, overall quality, absenteeism, job satisfaction, achievement.

3. There were significance relationship between the good governance administration and the school effectiveness as a whole and each aspect at .01 level of significance.

การวิจัยครั้งนี้มีวัตถุประสงค์เพื่อทราบ 1) การบริหารตามหลักธรรมาภิบาล สังกัดสำนักงานเขตพื้นที่การศึกษาประถมศึกษาสมุทรสาคร 2) ประสิทธิผลของสถานศึกษา สังกัดสำนักงานเขตพื้นที่การศึกษาประถมศึกษาสมุทรสาคร 3) ความสัมพันธ์ระหว่างการบริหารตามหลักธรรมาภิบาลกับประสิทธิผลของสถานศึกษา สังกัดสำนักงานเขตพื้นที่การศึกษาประถมศึกษาสมุทรสาคร กลุ่มตัวอย่าง คือ สถานศึกษาสังกัดสำนักงานเขตพื้นที่การศึกษาประถมศึกษาสมุทรสาคร จำนวน 86 แห่ง เครื่องมือที่ใช้ในการวิจัยเป็นแบบสอบถามความคิดเห็นเกี่ยวกับการบริหารตามหลักธรรมาภิบาลและประสิทธิผลของสถานศึกษา สถิติที่ใช้ คือ ความถี่ ร้อยละ มัชฌิมเลขคณิต ส่วนเบี่ยงเบนมาตรฐาน และการวิเคราะห์สัมประสิทธิ์สหสัมพันธ์ของเพียร์สัน

ผลการวิจัยพบว่า

1. การบริหารตามหลักธรรมาภิบาลของสถานศึกษา โดยภาพรวมอยู่ในระดับมาก เมื่อพิจารณาเป็นรายด้านพบว่าอยู่ในระดับมากที่สุด 2 ด้าน คือ หลักคุณธรรมและจริยธรรม กับ หลักความเสมอภาค ตามลำดับ ส่วนที่เหลืออยู่ในระดับมาก คือ หลักความเปิดเผยและโปร่งใส หลักการกระจายอำนาจ หลักนิติธรรม หลักการมีส่วนร่วมและการมุ่งเน้นฉันทามติ หลักประสิทธิผล หลักประสิทธิภาพ หลักภาระรับผิดชอบและสามารถตรวจสอบได้ หลักการตอบสนอง ตามลำดับ

2. ประสิทธิผลของสถานศึกษา ทั้งโดยภาพรวมและรายด้านอยู่ในระดับมาก เรียงลำดับค่ามัชฌิมเลขคณิตจากมากไปหาน้อย ดังนี้ การลดอัตราการออกกลางคันของนักเรียน คุณภาพโดยทั่วไป ความใส่ใจในงาน ความพึงพอใจในงาน ผลสัมฤทธิ์ทางการเรียน

3. การบริหารตามหลักธรรมาภิบาลกับประสิทธิผลของสถานศึกษา โดยภาพรวมมีความสัมพันธ์กันอย่างมีนัยสำคัญทางสถิติที่ระดับ .01
