STRATEGIC DEVELOPMENT FOR PREVENTING TEEN PREGNANCY AND PROBLEM SOLVING BY PARTICIPATON OF FAMILY AND COMMUNITY IN BANGKOK AREA

Abstract

The purposes of this research aimed to: 1) to study situation and need of strategic development for preventing teen pregnancy and problem solving by participation of family and community in Bangkok area 2) to analyze the strategy development of preventing teen pregnancy and problem solving by participation of family and community in Bangkok area 3) to propose and confirm the strategy development of preventing teen pregnancy and problem solving by participation of family and community in Bangkok area. The methodologies of this research were mixed between policy research and Ethnographic Delphi Futures Research. The data were collected by document analysis, participatory observation, and in-depth interview thirty-one professionals and stakeholders. The assessment of the appropriateness of the strategies were done by seventeen experts.

The results of the study are: 1) Teen pregnancy problem in Bangkok area were increasing in term of key performance view, the main factors are the family and lack of sexual communication skill among family and community 2) From the analysis of this study the strategy proposed for strategic development for preventing teen pregnancy and problem solving by participation of family and community in Bangkok area including: (1) Create positive attitude and sexual communication skill among family and community (2) Create and promote community participation and all concern (3) Create teen creative space within community area (4) collect and return teen pregnant data to government office and concerning party (5) Develop assistance process within community. 3) The Policy Meeting found that stakeholders had a consensus that 5 strategy were appropriate and feasible.

The benefits of this research provided a guideline for developing strategies to prevent and address teen pregnancy problems in terms of family and community involvement. The government and related organizations may apply research results as a guideline for the development of strategies and giving the opportunity for families and communities to participate in solving problems.

การวิจัยนี้มีวัตถุประสงค์เพื่อ 1) วิเคราะห์สภาพการณ์ในการพัฒนายุทธศาสตร์การป้องกันและแก้ไขปัญหาการตั้งครรภ์ในวัยรุ่น โดยการมีส่วนร่วมของครอบครัว และชุมชนในพื้นที่กรุงเทพมหานคร 2) เพื่อศึกษาข้อเสนอแนะเชิงนโยบายในการป้องกันและไขปัญหาการตั้งครรภ์ในวัยรุ่น โดยการมีส่วนร่วมของครอบครัว และชุมชนในพื้นที่กรุงเทพมหานคร 3) เพื่อรับรองข้อเสนอแนะเชิงยุทธศาสตร์ในการพัฒนายุทธศาสตร์การป้องกันและแก้ไขปัญหาการตั้งครรภ์ในวัยรุ่น โดยการมีส่วนร่วมของครอบครัว และชุมชนในพื้นที่กรุงเทพมหานคร เป็นการวิจัยเชิงนโยบาย (Policy Research) ร่วมกับการวิจัยเชิงอนาคต EDFR (Ethnographic Delphi Futures Research) เก็บรวบรวมข้อมูลจากการวิเคราะห์เอกสาร การสังเกตแบบมีส่วนร่วม การสัมภาษณ์เชิงลึกจากผู้ทรงคุณวุฒิและ ผู้มีส่วนได้ส่วนเสีย จำนวน 31 คน ประเมินตรวจสอบความเหมาะสมของกลยุทธ์ โดยผู้เชี่ยวชาญจำนวน 17 คน

ผลการวิจัย พบว่า 1) ปัญหาการตั้งครรภ์ในวัยรุ่นกรุงเทพมหานคร มีแนวโน้วเพิ่มสูงขึ้น สาเหตุหลักมาจากปัจจัยด้านครอบครัว และทักษะการสื่อสารเรื่องเพศในครอบครัวและชุมชน 2) ข้อเสนอเชิงยุทธศาสตร์การป้องกันและแก้ไขปัญหาการตั้งครรภ์ในวัยรุ่น โดยการมีส่วนร่วมของครอบครัว และชุมชนในพื้นที่กรุงเทพมหานคร ควรประกอบด้วย ยุทธศาตร์ที่ 1 การสร้างทัศนคติเชิงบวก และทักษะในการสื่อสารเรื่องเพศวิถีในครอบครัวและชุมชน ยุทธศาสตร์ที่ 2 สร้างการมีส่วนร่วมของทุกภาคส่วนในชุมชน ยุทธศาสตร์ที่ 3 สร้างพื้นที่สร้างสรรค์ในชุมชน ยุทธศาสตร์ที่ 4 ส่งเสริมการคืนกลับข้อมูลสู่หน่วยงานราชการ และภาคส่วนที่เกี่ยวข้อง ยุทธศาสตร์ที่ 5 พัฒนาระบบความช่วยเหลือส่งต่อภายในชุมชน 3) ข้อเสนอแนะเชิงยุทธศาสตร์ ในการพัฒนายุทธศาสตร์การป้องกันและแก้ไขปัญหาการตั้งครรภ์ในวัยรุ่น โดยการมีส่วนร่วมของครอบครัว และชุมชน ได้ผ่านมติในการประชุมข้อเสนอ เชิงยุทธศาสตร์จากผู้มีส่วนได้ส่วนเสียอย่างฉันทามติว่ายุทธศาสตร์ทั้ง 5 มีความเหมาะสมและเป็นไปได้

ประโยชน์ของการวิจัยครั้งนี้ ก่อให้เกิดแนวทางในการพัฒนายุทธศาสตร์การป้องกันและแก้ไขปัญหาการตั้งครรภ์ในวัยรุ่น ในแง่มุมของการมีส่วนร่วมของครอบครัวและชุมชน ภาครัฐและองค์กรที่เกี่ยวข้องสามารถนำผลการวิจัยไปเป็นแนวทางในการพัฒนายุทธศาสตร์ และมาตรการต่าง ๆ เพื่อเปิดโอกาศให้ครอบครัว และชุมชน ได้มีส่วนร่วมในการแก้ไขปัญหา เหมาะสมกับบริบทของชุมชนในพื้นที่กรุงเทพมหานครอย่างแท้จริง
