ENVIRONMENTAL DESIGN GUIDELINES FOR CRIME PREVENTION ALONG PUBLIC WALKWAYS ON SUKHONTHASAWAT ROAD, BANGKOK.

Abstract

The area along Sukhonthasawat Road locates a variety of uses and activities, including houses, offices, schools, shops, condominiums, and housing estates. Therefore, the walkways along this public road are linked with roads, lanes, and alleys which increasingly accommodate crime scenes. Sukhonthasawat Road situates a residential area where the notorious case of a mobile-phone robbery in 2017 was taken place. It is a major road connecting to other areas so there are heavy traffics, many cars and motorcycles, and a lot of pedestrians. Therefore, it is interesting to study crime prevention through the environmental design of the walkways along this road. The methodology includes the survey of the study area and the crime scenes that occurred in the area and the interviews with the locals about the crimes. The data are gathered and the environmental design guidelines for crime prevention along public walkways in Sukhonthasawat Road are suggested. Recommended are the provisions of visible road accesses and pedestrians, well-maintenance walkways, unobstructed views, no blind corner, a street lighting system, signages, guards, police booths, and CCTVs with surveillance and alarm systems.

บริเวณย่านถนนสุคนธสวัสดิ์เป็นพื้นที่ซึ่งมีความหลากหลายของลักษณะกิจกรรม เป็นทั้งที่อยู่อาศัย สำนักงาน โรงเรียน ร้านค้า คอนโดมิเนียม และหมู่บ้านต่าง ๆ จึงทำให้บริเวณทางเดินเลียบถนนสาธารณะนั้นเป็นพื้นที่เชื่อมโยงระหว่าง ถนน ตรอก ซอย มีสภาพแวดล้อมที่เอื้อให้เกิดอาชญากรรมขึ้นได้ และจากสถิติยังมีแนวโน้มที่จะมีความรุนแรงมากขึ้น บริเวณถนนสุคนธสวัสดิ์เป็นพื้นที่พักอาศัยซึ่งเกิดเหตุอาชญากรรมจี้ชิงโทรศัพท์มือถือที่เป็นข่าวเมื่อปี 2560 นั้น เป็นถนนสายหลักที่ใช้สัญจรไปยังเขตอื่นที่อยู่ใกล้เคียงจึงมีการจราจรหนาแน่น ปริมาณรถยนต์ รถมอเตอร์ไซค์ และคนเดินเท้า จำนวนมากที่เข้าและออกในบริเวณพื้นที่ จึงมีความสนใจที่จะศึกษาสภาพแวดล้อมเพื่อลดโอกาสการเกิดอาชญากรรมที่เกิดขึ้นบนทางเดินเลียบถนนสาธารณะ ในบริเวณย่านพักอาศัย เขตชุมชนเมือง โดยใช้วิธีการสังเกตการณ์การใช้พื้นที่อาคาร ถนน ทางเท้าในบริเวณที่เคยเกิดเหตุอาชญากรรม ร่วมกับการสัมภาษณ์ประชาชนที่อยู่อาศัยและทำงานในพื้นที่เกี่ยวกับเหตุอาชญากรรมที่เคยเกิดขึ้น แล้วนำข้อมูลที่ได้มาประมวลผลเป็นข้อเสนอแนะแนวทางการออกแบบสภาพแวดล้อมเพื่อลดโอกาสการเกิดอาชญากรรม ได้แก่ ลักษณะทางเข้าออกของถนนที่ชัดเจน ลักษณะทางเดินเท้า ทางเท้ามีการซ่อมบำรุงให้อยู่ในสภาพใช้งานได้ ไม่มีสิ่งกีดขวางบังสายตา ไม่มีมุมอับลับตาคน มีระบบไฟส่องสว่างบริเวณถนน ป้ายบอกทาง ตู้ยาม ป้อมตำรวจ ระบบเฝ้าระวัง อุปกรณ์ตรวจจับ กล้องวงจรปิด และระบบเตือนภัย ให้อยู่ในสภาพที่ดี พร้อมใช้งาน
