Participatory Management and School EffectivenessUnder Nonthaburi Primary Educational Service Area Office 1

Abstract

The purposes of this study were to determine: 1) the participatory management of schools under Nonthaburi Primary Educational Service Area Office 1 2) the school effectiveness under Nonthaburi Primary Educational Service Area Office 1, and 3) the relationship between the Participatory management and the school effectiveness under Nonthaburi Primary Educational Service Area Office 1. The sample of this study were 28 schools under Nonthaburi Primary Educational Service Area Office 1. The 5 respondents from each school were; a school director or a deputy director or an acting director, a head staff of subdivision or a head staff of the department, two teachers and a basic school committee in total of 140.The research instrument was an opinionnaire with the participatory management of Swansburg’s theory and the school effectiveness based on Mott’s concepts. The statistical used for analysis the data were frequency, percentage, arithmetic mean, standard deviation and Pearson's product moment correlation coefficient.

The findings of this study were as follows:

1. The participatory management of schools under the Nonthaburi Primary Educational Service Area Office 1, as a whole and each aspect were at the highest level. Ranking by the arithmetic mean from the highest to the lowest were as follows; commitment, autonomy, trust and goals and objectives.

2. The school effectiveness under Nonthaburi Primary Educational Service Area Office 1, as a whole and each aspect were at the highest level. Ranking by the arithmetic mean from the highest to the lowest were as follow; flexibility, adaptability, positive attitude and productivity.

3. The relationship between the participatory management and the effectiveness of schools under the Nonthaburi Primary Educational Service Area Office 1 was statistically significant at the .01 level.

การวิจัยครั้งนี้มีวัตถุประสงค์เพื่อทราบ 1) การบริหารแบบมีส่วนร่วมของโรงเรียนสังกัดสำนักงานเขตพื้นที่การศึกษาประถมศึกษานนทบุรี เขต 1 2) ประสิทธิผลของโรงเรียนสังกัดสำนักงานเขตพื้นที่การศึกษาประถมศึกษานนทบุรีเขต 1 และ 3) ความสัมพันธ์ระหว่างการบริหารแบบมีส่วนร่วมกับประสิทธิผลของโรงเรียนสังกัดสำนักงานเขตพื้นที่การศึกษาประถมศึกษานนทบุรีเขต 1 กลุ่มตัวอย่าง คือ โรงเรียนในสังกัดสำนักงานเขตพื้นที่การศึกษาประถมศึกษานนทบุรี เขต1 จำนวน 28 โรง ผู้ให้ข้อมูลโรงเรียนละ 5 คน ประกอบด้วย ผู้อำนวยการโรงเรียนหรือรองผู้อำนวยการโรงเรียนหรือรักษาการในตำแหน่งผู้อำนวยการโรงเรียน จำนวน 1 คน หัวหน้ากลุ่มงานหรือหัวหน้ากลุ่มสาระการเรียนรู้ จำนวน 1 คน ครู จำนวน 2 คน และคณะกรรมการสถานศึกษาขั้นพื้นฐาน จำนวน 1 คน รวมผู้ให้ข้อมูลทั้งสิ้น 140 คน เครื่องมือที่ใช้เป็นแบบสอบถามความคิดเห็นเกี่ยวกับการบริหารแบบมีส่วนร่วมตามแนวคิดของ สวอนส์เบิร์ก (Swansburg) และประสิทธิผลของโรงเรียนตามแนวคิดของมอทท์ (Mott) สถิติที่ใช้ในการวิเคราะห์ข้อมูล คือ ความถี่ ร้อยละ มัชฌิมเลขคณิต ส่วนเบี่ยงเบนมาตรฐาน และการวิเคราะห์สัมประสิทธิ์สหสัมพันธ์ของเพียร์สัน

ผลการวิจัยพบว่า

1. การบริหารแบบมีส่วนร่วมของโรงเรียนสังกัดสำนักงานเขตพื้นที่การศึกษาประถมศึกษานนทบุรีเขต 1 ทั้งภาพรวมและรายด้านอยู่ในระดับมากที่สุด โดยเรียงตามค่ามัชฌิมเลขคณิตจากมากไปน้อย ดังนี้ ความยึดมั่นผูกพัน ความมีอิสระในการปฏิบัติงาน การไว้วางใจกัน และการตั้งเป้าหมายและวัตถุประสงค์ร่วมกัน

2. ประสิทธิผลของโรงเรียนสังกัดสำนักงานเขตพื้นที่การศึกษาประถมศึกษานนทบุรีเขต 1 ทั้งภาพรวมและรายด้านอยู่ในระดับมากที่สุด โดยเรียงตามค่ามัชฌิมเลขคณิตจากมากไปหาน้อย ดังนี้ ความสามารถในการแก้ปัญหาภายในโรงเรียน ความสามารถในการเปลี่ยนแปลงและพัฒนาโรงเรียน ความสามารถในการผลิตนักเรียนให้มีเจตคติทางบวก และความสามารถในการผลิตนักเรียนให้มีผลสัมฤทธิ์ทางการเรียนสูง

3. การบริหารแบบมีส่วนร่วมกับประสิทธิผลของโรงเรียนสังกัดสำนักงานเขตพื้นที่การศึกษาประถมศึกษานนทบุรี เขต 1 มีความสัมพันธ์กันอยู่ในระดับสูงอย่างมีนัยสำคัญทางสถิติที่ระดับ 0.01
