การพัฒนาตัวบ่งชี้คุณลักษณะแรงงานมืออาชีพของผู้สำเร็จการศึกษาในระบบอาชีวศึกษาของประเทศไทย

Abstract

การวิจัยนี้มีวัตถุประสงค์เพื่อศึกษาองค์ประกอบตัวบ่งชี้คุณลักษณะแรงงานมืออาชีพของผู้สำเร็จการศึกษาในระบบอาชีวศึกษาของประเทศไทย และพัฒนาตัวบ่งชี้คุณลักษณะแรงงานมืออาชีพของผู้สำเร็จการศึกษาในระบบอาชีวศึกษาของประเทศไทย วิธีดำเนินการวิจัยแบ่งออกเป็น 2 ขั้นตอนดังนี้ ขั้นตอนที่ 1 ศึกษาองค์ประกอบตัวบ่งชี้ จากการศึกษาเอกสาร และงานวิจัยที่เกี่ยวข้อง และตรวจสอบความเหมาะสมของตัวบ่งชี้จากผู้เชี่ยวชาญ 21 คน โดยใช้เทคนิคการวิจัยอนาคตแบบ EDFR ขั้นตอนที่ 2 ประเมินความเหมาะสมของตัวบ่งชี้จากกลุ่มตัวอย่าง จำนวน 350 คน ด้วยการวิเคราะห์องค์ประกอบเชิงยืนยัน จากนั้นจึงจัดประชุมเพื่อจัดประเด็นตัวบ่งชี้ที่เหมาะสม และประเมินคุณลักษณะแรงงานมืออาชีพตามแนวของ Fleiss’s kappa เครื่องมือที่ใช้ในการวิจัย ได้แก่ แบบสัมภาษณ์ และแบบสอบถาม สถิติที่ใช้ในการวิเคราะห์ข้อมูล ได้แก่ ค่ามัธยฐาน (Median) ค่าพิสัยระหว่างควอไทล์ (Interquartile range) ค่าเฉลี่ย (Mean) ค่าเบี่ยงเบนมาตรฐาน (Standard Deviation) ผลการวิจัยพบว่าตัวบ่งชี้คุณลักษณะแรงงานมืออาชีพที่สำเร็จการศึกษาในระบบอาชีวศึกษาในอนาคตของประเทศไทย มีทั้งหมด 5 องค์ประกอบหลัก ได้แก่ ด้าน ความรู้ สติปัญญา การใช้สมอง ด้านการปฏิบัติงาน และลงมือทำ ด้านจิตใจ ทัศนคติ ความคิด ด้านทักษะชีวิต การดำเนินชีวิตอย่างมีความสุข ด้านการทักทาย ติดต่อสื่อสาร 17 องค์ประกอบย่อย และ 66 ตัวบ่งชี้ จากผลการประชุมพบข้อเสนอแนะที่สำคัญต่อการพัฒนาในด้านคุณลักษณะอันพึงประสงค์ สมรรถนะหลัก สมรรถนะทั่วไป กฎหมาย หลักการเพิ่มผลผลิต หลักความปลอดภัย อบายมุขและสิ่งเสพติด และระบบทวิภาคี เพื่อนำไปสู่การพัฒนาตัวบ่งชี้คุณลักษณะแรงงานมืออาชีพของผู้สำเร็จการศึกษาในระบบอาชีวศึกษาของประเทศไทยต่อไป ทั้งนี้ผลการวิจัยที่ได้นำสู่การเสนอแนวทางในการกำหนดและจัดทำหลักเกณฑ์และวิธีการในการประเมินมาตรฐานวิชาชีพร่วมกับสำนักงานมาตรฐานการอาชีวศึกษาและวิชาชีพ

The purpose of this research was to study component indicators attribute professional worker of Graduates from Vocational College in Thailand and development indicators attribute professional worker of Graduates from Vocational College in Thailand. The method of the research was divide two steps as follows the first studies component indicators from study documents and related research and Inspection of suitability for indicators from specialist twenty one persons by used Ethnographic Delphi Future Research (EDFR) the second evaluation of congruence indicators from sample three hundred and fifty persons confirmatory factor analysis. Then to set up a meeting for arrange main issued the indicator on be appropriate and evaluation attribute professional follow by Fleiss kappa. The instrument used in the study was a questionnaire. The data were analyzed by using Median, Interquartile range, Mean and Standard Deviation The result that show indicators attribute professional worker of Graduate from Vocational College in Thailand has 5 major components were composed of knowledge, Intelligence, Cerebration, Performance and start to do, Affective domain, Attitude, Thought, Life skills, Make a living and happiness in life, Component of greeting, Communicate 17 sub components and 66 indicators. In order that results of the meeting suggests the importance of development in desired characteristics, Core competency, General competency, Law, Productivity, Safety, All vices and drug and dual system bring about to development indicators attribute professional worker of Graduate from Vocational of Thailand. In order that the conclusion bring about to proposed guidelines and method in Assessment of Professional Standards cooperate with Bureau of Vocational Education Standards and Qualification.
