รูปแบบการสร้างเสริมพลังอำนาจชุมชนเพื่อการจัดทำแผนชุมชน

Abstract

การวิจัยครั้งนี้มีวัตถุประสงค์เพื่อ 1) ศึกษาสถานการณ์ของพลังอำนาจชุมชนในการจัดทำแผนชุมชน 2) ศึกษาพลังอำนาจชุมชนด้านการจัดทำแผนชุมชน 3) พัฒนารูปแบบการสร้างเสริมพลังอำนาจชุมชนเพื่อการจัดทำแผนชุมชน และ 4) นำเสนอรูปแบบการสร้างเสริมพลังอำนาจชุมชนในการจัดทำแผนชุมชน การวิจัยครั้งนี้แบ่งเป็น 4 ระยะ ระยะที่ 1 การศึกษาสถานการณ์ของพลังอำนาจชุมชนในการจัดทำแผนชุมชน โดยใช้แบบสอบถาม จากตัวอย่างคือคณะกรรมการหมู่บ้าน 8 จังหวัด จำนวน 400 คน ระยะที่ 2 การศึกษาพลังอำนาจชุมชนด้านการจัดทำแผนชุมชน โดยการถอดบทเรียนจากชุมชนต้นแบบ 2 ชุมชน คือชุมชนบ้านหนองกลางดง ตำบลศิลาลอย อำเภอสามร้อยยอด จังหวัดประจวบคีรีขันธ์ และชุมชนหนองสาหร่าย ตำบลหนองสาหร่าย อำเภอพนมทวน จังหวัดกาญจนบุรี มีผู้ให้ข้อมูลหลักจำนวน 10 คน ระยะที่ 3 การพัฒนารูปแบบการสร้างเสริมพลังอำนาจชุมชนเพื่อการจัดทำแผนชุมชน โดยวิจัยเชิงปฏิบัติการแบบมีส่วนร่วม จากชุมชนนำร่องคือหมู่บ้านปลายคลองพาดหมอน จังหวัดสมุทรสาคร มีผู้ให้ข้อมูลหลักจำนวน 26 คน ระยะที่ 4 การนำเสนอรูปแบบการสร้างเสริมพลังอำนาจชุมชนในการจัดทำแผนชุมชน โดยใช้การประชุมนำเสนอรูปแบบ มีผู้ให้ข้อมูลหลักจำนวน 18 คน การวิเคราะห์ข้อมูลเชิงปริมาณใช้สถิติเชิงพรรณา และการวิเคราะห์ข้อมูลเชิงคุณภาพ ใช้วิธีการจัดกลุ่มข้อมูล ผลการวิจัยพบว่า 1) สถานการณ์ของพลังอำนาจชุมชนในการจัดทำแผนชุมชน ทั้งในระดับบุคคลและทีมงานมีภาพรวมอยู่ในระดับปานกลาง โดยในระดับบุคคล ด้านการมีความยึดมั่นผูกพันกับชุมชนอยู่ในระดับมาก และระดับทีมงาน ด้านการมีความไว้วางใจอยู่ในระดับมาก 2) พลังอำนาจชุมชนด้านการจัดทำแผนชุมชน ประกอบด้วย กระบวนการสร้างเสริมพลังอำนาจชุมชนในการจัดทำแผนชุมชน ได้แก่ การเตรียมความพร้อมชุมชน การวิเคราะห์ข้อมูลเพื่อเรียนรู้ตนเองและชุมชน การกำหนดวิสัยทัศน์และทิศทางการพัฒนา การกำหนดแผนงานหรือโครงการ การจัดทำรูปเล่มแผนชุมชน โดยมีเงื่อนไขระดับบุคคล ได้แก่ ความตระหนักเกี่ยวกับแผนชุมชน ความตั้งใจมุ่งมั่น ความผูกพันกับชุมชน ความภาคภูมิใจในตนเอง และการมีความรู้เกี่ยวกับการจัดทำแผนชุมชน ส่วนเงื่อนไขระดับทีมงาน ได้แก่ การสร้างสัมพันธภาพ การสื่อสารในทีมงาน การสนับสนุนทางสังคม และการมีความไว้วางใจ 3) การพัฒนารูปแบบการสร้างเสริมพลังอำนาจชุมชนเพื่อการจัดทำแผนชุมชน วงรอบที่ 1 มี 2 องค์ประกอบคือ การเตรียมความพร้อม และการจัดทำแผนชุมชน วงรอบที่ 2 พบว่า กิจกรรมการสร้างเสริมพลังอำนาจชุมชนเพื่อการจัดทำแผนชุมชนมี 6 กิจกรรม ประกอบด้วย ความตระหนักถึงความสำคัญของแผนชุมชน การสรรหาบุคคลมาร่วมทีมทำแผนชุมชน การสร้างความตั้งใจมุ่งมั่นในการจัดทำแผนชุมชน การจัดตั้งทีมทำแผนชุมชน การพัฒนาศักยภาพการปฏิบัติเกี่ยวกับการจัดทำแผนชุมชน และการส่งเสริมความภาคภูมิใจแก่ทีมทำแผนชุมชน 4) ผู้ร่วมประชุมนำเสนอรูปแบบมีความคิดเห็นตรงกันว่า รูปแบบดังกล่าวมีความเหมาะสม This research aimed to 1) explore the situation of community empowerment for community planning; 2) examine community empowerment for community planning; 3) develop the model of community empowerment for community planning; and 4) propose the model of community empowerment for community planning. The research comprised of 4 phrases, Phrase 1: Exploring the situation of community empowerment for community planning by using a questionnaire, with the sample including 400 members of village committees in 8 provinces; Phrase 2: Examining community empowerment for community planning using the lesson learned from 2 model communities, i.e. Ban Nongklangdong community, Silaloy sub-district, Sam Roi Yod district, Prachuab Khiri Khan province, and Nong Sarai community, Nong Sarai sub-district, Panon Tuan district, Kanchanaburi province, with 10 key informants; Phrase 3: Developing the model of community empowerment for community planning by conducting a participatory action research in the pilot community of Plaiklongpardmorn village, Samut Sakorn province, with 26 key informants; Phrase 4: proposing the model of community empowerment for community planning by conducting the model meeting, with 18 key informants. The quantitative analysis employed descriptive statistics, and the qualitative analysis involved data categorization. The research result revealed the followings 1) The situation of community empowerment for community planning is at moderate level for both the individual and teamwork levels. For individual level, community commitment was at high level, while for the teamwork, trust is at high level. 2) Community empowerment for community planning involved the process of empowering community for community planning, which included community preparation, analysis of data for self and community learning, identifying vision and direction for development, identifying the plan or project, documenting the community plan. At individual level, the requirements included awareness of community plan, determination, community commitment, self-esteem, and knowledge about community planning. The requirements at teamwork level were establishment of relationship, teamwork communication, social support, and trust. 3) Development of the model of community empowerment for community planning involved round 1 with 2 elements, i.e. preparedness, and community planning; and round 2 with 6 activities to empower the community in community planning, including awareness of the importance of community planning, recruitment of community planning teamwork, determination for community planning, setting up community planning teamwork, capacity building for community planning, and promoting the pride of community planning teamwork. 4) The participants in the model meeting viewed the model as appropriate.
