การปฏิบัติงานตามมาตรฐานการศึกษาศูนย์พัฒนาเด็กเล็กของเทศบาลในอำเภอสองพี่น้อง จังหวัดสุพรรณบุรี

Abstract

การวิจัยนี้มีวัตถุประสงค์เพื่อทราบการปฏิบัติงานตามมาตรฐานการศึกษาศูนย์พัฒนาเด็กเล็กของเทศบาลในอำเภอสองพี่น้อง จังหวัดสุพรรณบุรี กลุ่มประชากรที่ใช้ในการวิจัย คือ ศูนย์พัฒนาเด็กเล็กในอำเภอสองพี่น้อง จังหวัดสุพรรณบุรี จำนวน 3 แห่ง ผู้ให้ข้อมูลแห่งละ 15 คน ประกอบด้วย นายกเทศมนตรี 1 คน รองนายกเทศมนตรีฝ่ายการศึกษา 1 คน ปลัดเทศบาล 1 คน ผู้อำนวยการกองการศึกษา 1 คน หัวหน้าศูนย์พัฒนาเด็กเล็ก 1 คน ผู้ดูแลเด็ก 5 คน และผู้ปกครองเด็ก 5 คน รวม 15 คน รวมทั้งสิ้น 45 คน เครื่องมือที่ใช้เป็นแบบสอบถามเกี่ยวกับการปฏิบัติงานตามมาตรฐานการศึกษาศูนย์พัฒนาเด็กเล็ก ตามคู่มือการบริหารสถานศึกษาขั้นพื้นฐานที่เป็นนิติบุคคล ของกรมส่งเสริมการปกครองท้องถิ่น กระทรวงมหาดไทย สถิติที่ใช้ในการวิเคราะห์ข้อมูล ได้แก่ ความถี่ ร้อยละ ค่ามัชฌิมเลขคณิต และส่วนเบี่ยงเบนมาตรฐาน ผลการวิจัยพบว่า: การปฏิบัติงานตามมาตรฐานการศึกษาศูนย์พัฒนาเด็กเล็กของเทศบาลในอำเภอสองพี่น้อง จังหวัดสุพรรณบุรี โดยภาพรวมและรายด้านอยู่ในระดับมาก เรียงค่ามัชฌิมเลขคณิตจากมากไปหาน้อย ดังนี้ มาตรฐานที่ 1 ผู้ดูแลเด็กมีคุณธรรม จริยธรรม มีวุฒิ ความรู้ความสามารถตรงกับงานที่รับผิดชอบ หมั่นพัฒนาตนเองเข้ากับชุมชนได้ดี (  =4.35,  =0.39) มาตรฐานที่ 12 ผู้เรียนมีสุนทรีภาพและลักษณะนิสัยด้านศิลปะ ดนตรี และการเคลื่อนไหว ( =4.33,  =0.39) มาตรฐานที่ 3 ผู้บริหารศูนย์พัฒนาเด็กเล็กมีคุณธรรม จริยธรรม มีภาวะผู้นำ และมีความสามารถในการบริหารจัดการ ( =4.32,  =0.37) มาตรฐานที่ 10 ผู้เรียนมีความรู้และทักษะที่จำเป็นตามหลักสูตร ( =4.24,  =0.40) มาตรฐานที่ 11 ผู้เรียนมีสุขนิสัย สุขภาพกาย และสุขภาพจิตที่ดี ( =4.22,  =0.38) มาตรฐานที่ 4 ผู้บริหารศูนย์พัฒนาเด็กเล็ก ผู้ดูแลเด็กเล็ก และผู้เรียนมีคุณภาพเป็นที่ยอมรับของผู้ปกครองและชุมชน ( =4.22,  =0.37) มาตรฐานที่ 5 ศูนย์พัฒนาเด็กเล็กมีการจัดหลักสูตรและกระบวนการเรียนรู้ที่เน้นผู้เรียนเป็นสำคัญ ( = 4.18,  = 0.39) มาตรฐานที่ 9 ผู้เรียนมีคุณธรรม จริยธรรม และค่านิยมที่พึงประสงค์ ( = 4.17,  = 0.38) มาตรฐานที่ 7 ศูนย์พัฒนาเด็กเล็กมีการจัดพัฒนาสภาพแวดล้อมการบริการที่ส่งเสริมสุขภาพอนามัย และความปลอดภัย ( =4.16,  = 0.45) มาตรฐานที่ 2 ผู้ดูแลเด็กมีความสามารถในการจัดประสบการณ์การเรียนรู้อย่างมีประสิทธิภาพ และเน้นผู้เรียนเป็นสำคัญ ( =4.16,  = 0.40) มาตรฐานที่ 6 ศูนย์พัฒนาเด็กเล็กมีการจัดกิจกรรมส่งเสริมคุณภาพผู้เรียนอย่างหลากหลาย (  =4.15,  = 0.41) มาตรฐานที่ 8 ศูนย์พัฒนาเด็กเล็กมีการร่วมมือกันระหว่างบ้าน องค์การศาสนาสถาบันทางวิชาการ องค์กรภาครัฐและเอกชน เพื่อพัฒนาวิถีการเรียนรู้ในชุมชน (  =3.97,  =0.45) The purpose of this research was to determine work performance of child development center’s standard from the personnel and administrators’ opinion of municipality office in AmphurSongpeenong district Suphanburi. The population used in this research was 3 units of child development centers. The total respondents were 45 persons from 15 persons of each child development centers, consisting of one mayor, one secretary local government, one municipal clerk, one education administrator, one child development center head, five child care givers, and five parents. The instrument was a questionnaire based on work performance in accordance with child development center’s educational standards as mentioned in the management manual of legal entity basic education, Department of Local Administration, Ministry of the Interior. The statistics used in data analysis were frequencies, percentage, mean, and standard deviation. The findings revealed that: The performance on child development center’s standard in Songpeenong Municipality Suphanburi was at high level as a whole and individual aspect which was ranked from descending order as follows ; Standard 1 : Child care givers have moral, ethical, and competent qualification matching with responsibility, and maintain self-development to the community ( =4.35,  =0.39), Standard 12 : Students are aesthetics with possession of art, music and dynamic characteristics ( =4.33,  =0. 39) , Standard 3 : Administrators of child development center are moral and ethical with leadership and management competency ( =4.32,  =0.37), Standard 10 : Students possess the knowledge and skills required by the curriculum ( =4.24,  =0.40), Standard 11 : Students have good physical and mental health ( =4.22,  =0.38), Standard 4 : Administrators of child development center, child care givers and student are well qualified and acceptable to parents and the community ( =4.22,  =0.37) , Standard 5 : Child development center has arranged the curriculum and the learning process focused on child center ( = 4.18,  = 0.39), Standard 9 : Students are moral , ethical with desirable values ( = 4.17,  = 0.38), Standard 7 : Child development centers have organized and developed service environments that promote hygienic health ( =4.16,  = 0.45), Standard 2 : Child care givers are able to arrange learning experiences efficiently focused on child center (  =4. 16,  = 0. 40) , Standard 6 : Child development centers have a variety of activities to promote quality learner ( =4.15,  = 0.41), Standard 8 : Child development centers are a partnership between the home, religious organizations, academic institutions, public and private organizations to develop learning way of life in community.
