การวิเคราะห์ต้นทุนประสิทธิผลของโครงการตรวจหาสเตียรอยด์ในยาแผนโบราณ ด้วยชุดทดสอบสเตียรอยด์: กรณีศึกษาตำบลบ้านสวน อำเภอเมืองชลบุรี จังหวัดชลบุรี

Abstract

การวิจัยในครั้งนี้มีวัตถุประสงค์เพื่อประเมินความคุ้มค่าด้านต้นทุนประสิทธิผล ของการจัดทำโครงการตรวจหาสเตียรอยด์ในยาแผนโบราณโดยใช้ชุดทดสอบสเตียรอยด์ วิธีการศึกษาทำโดยการให้ความรู้กับอาสาสมัครสาธารณสุขประจำหมู่บ้าน(อสม.) เกี่ยวกับอันตรายของสเตียรอยด์ในยาแผนโบราณ และประชุมกลุ่มระดมความคิดเห็นในการพัฒนารูปแบบการประชาสัมพันธ์โครงการ จากนั้นดำเนินการประชาสัมพันธ์โครงการและทำการตรวจวิเคราะห์หาสเตียรอยด์ในยาแผนโบราณแก่ประชาชนในตำบลบ้านสวน อำเภอเมือง จังหวัดชลบุรี ระหว่างวันที่ 1-31 พฤษภาคม 2559 พร้อมทั้งเก็บข้อมูลต้นทุน และประสิทธิผล และประเมินผลโดยใช้มุมมองสังคม ผลการศึกษาพบว่า รูปแบบการประชาสัมพันธ์โครงการตรวจหาสเตียรอยด์ในยาแผนโบราณ ประกอบด้วยการใช้เสียงตามสาย ป้ายไฟและป้ายผ้าประชาสัมพันธ์ การแจกแผ่นพับให้ความรู้และใบปลิวประชาสัมพันธ์พร้อมให้ความรู้ผ่านทางอสม. โดยต้นทุนที่เกิดขึ้นจากการดำเนินโครงการระยะเวลา 1 เดือนมีค่า 19,642.13 บาท เป็นต้นทุนภาครัฐ 18,393.79 บาท (ร้อยละ 93.6) เป็นต้นทุนภาคประชาชน 1,248.34 บาท (ร้อยละ 6.4) ด้านประสิทธิผลของโครงการ ตรวจพบ สเตียรอยด์ในยาแผนโบราณจำนวน 3 ตัวอย่าง จากจำนวนตัวอย่างทั้งสิ้น 10 ตัวอย่าง มีค่าต้นทุนของการดำเนินโครงการต่อการตรวจตัวอย่าง 1 ตัวอย่าง เท่ากับ 1,964.21 บาท มีค่าต้นทุนของการตรวจพบสเตียรอยด์ 1 ตัวอย่าง เท่ากับ 6,547.38 บาท โดยค่าใช้จ่ายที่เกิดขึ้นจากการดำเนินโครงการในครั้งนี้ มีค่า 0.88 เท่า เมื่อเทียบกับค่าใช้จ่ายที่เกิดขึ้นหากต้องรักษาประชาชน 1 คนที่เกิดผลข้างเคียงจนต้องรักษาตัวโรงพยาบาล สรุปได้ว่าการจัดทำโครงการตรวจหาสเตียรอยด์ในยาแผนโบราณ ที่ตำบลบ้านสวน อำเภอเมืองชลบุรี จังหวัดชลบุรี มีความคุ้มค่าด้านต้นทุนประสิทธิผล ข้อมูลจากการวิจัยที่ได้จะเป็นประโยชน์ต่อประชาชนและชุมชนโดยหน่วยงานที่เกี่ยวข้องสามารถนำไปใช้ในการดำเนินงานด้านคุ้มครองผู้บริโภคในพื้นที่ให้มีประสิทธิภาพต่อไป

The objective of this research was to evaluate cost – effectiveness of the steroids screening program in traditional medicines using steroid test kit. The study method were providing knowledge to Village Health Volunteer, VHV, about the danger of steroids in traditional medicine, and group discussing on patterns of public relations of steroids screening program. Later, the program was conducted during 1-31 May 2016 in Bansuan subdistrict, Mueang Chonburi, Chonburi province. Total costs and outcomes were collected and evaluated in societal perspective. The findings revealed that public relation patterns proposed were using local voice media powered by traditional wired intercoms, light signs and fabric banners for promotional campaign and leaflets/flyers distribution to dissiminate knowledge via VHV. During one month of the program operation, total costs of the program were 19,642.13 baht, which 18,393.79 baht were the government costs (93.6 percent) and 1,248.34 baht (6.4 percent) were the out of pocket costs. For the outcomes, of 10 samples received, 3 samples showed positive results for steroids test. Therefore, total costs per sample received were 1,964.21 baht and total costs per steroid found were 6,547.38 baht. However, when comparing total costs of this program to total expenditure of an inpatient who was treated from steroid side effects was 0.88. To sum up, the steroids screening program in traditional medicine at Bansuan subdistrict, Mueang Chonburi, Chonburi province was cost effectiveness. These findings are beneficial to population and community by related organizations can further implement an effective consumer protection in their area.
