ทักษะการบริหารของผู้บริหารที่ส่งผลต่อความเป็นองค์กรสมรรถนะสูงของโรงเรียน สังกัดสำนักงานเขตพื้นที่การศึกษาประถมศึกษาพระนครศรีอยุธยา เขต 2

Abstract

การวิจัยครั้งนี้มีวัตถุประสงค์เพื่อทราบ 1) ทักษะการบริหารของผู้บริหารโรงเรียนสังกัดสำนักงานเขตพื้นที่การศึกษาประถมศึกษาพระนครศรีอยุธยา เขต 2 2) ความเป็นองค์กรสมรรถนะสูงของโรงเรียนสังกัดสำนักงานเขตพื้นที่การศึกษาประถมศึกษาพระนครศรีอยุธยา เขต 2 3) ทักษะการบริหารของผู้บริหารที่ส่งผลต่อความเป็นองค์กรสมรรถนะสูงของโรงเรียนสังกัดสำนักงานเขตพื้นที่การศึกษาประถมศึกษาพระนครศรีอยุธยา เขต 2 ตัวอย่างของการวิจัย คือ โรงเรียนสังกัดสำนักงานเขตพื้นที่การศึกษาประถมศึกษาพระนครศรีอยุธยา เขต 2 ที่มีการดำเนินการเพื่อมุ่งสู่ความเป็นองค์กรสมรรถนะสูงจำนวน 86 โรง ผู้ให้ข้อมูล ประกอบด้วย ผู้บริหารโรงเรียน หรือผู้ปฏิบัติราชการแทน และครูผู้สอน รวมผู้ให้ข้อมูลทั้งสิ้น 172 คน เครื่องมือที่ใช้ในการวิจัยเป็นแบบสอบถามเกี่ยวกับทักษะการบริหารของผู้บริหาร ตามแนวคิดของ ดูบริน (Dubrin) และความเป็นองค์กรสมรรถนะสูงของโรงเรียน ตามแนวคิดของ บลังชาร์ด (Blanchard) สถิติที่ใช้ คือ ความถี่ ร้อยละ ค่ามัชฌิมเลขคณิต ส่วนเบี่ยงเบนมาตรฐาน และการวิเคราะห์การถดถอยพหุคูณแบบขั้นตอน ผลการวิจัยพบว่า 1. ทักษะการบริหารของผู้บริหารโรงเรียนสังกัดสำนักงานเขตพื้นที่การศึกษาประถมศึกษาพระนครศรีอยุธยา เขต 2 โดยภาพรวม และรายด้านอยู่ในระดับมากที่สุด เรียงลำดับค่ามัชฌิมเลขคณิตจากมากไปหาน้อย คือ ทักษะด้านความคิดรวบยอด ทักษะด้านเทคนิค ทักษะด้านนโยบาย ทักษะด้านการวินิจฉัย และทักษะด้านความสัมพันธ์ระหว่างบุคคล 2. ความเป็นองค์กรสมรรถนะสูงของโรงเรียนในสังกัดสำนักงานเขตพื้นที่การศึกษาประถมศึกษาพระนครศรีอยุธยา เขต 2 โดยภาพรวมอยู่ในระดับมาก เมื่อพิจารณารายด้าน พบว่าอยู่ในระดับมากที่สุด 3 ด้าน และระดับมาก 3 ด้าน เรียงลำดับค่ามัชฌิมเลขคณิตจากมากไปหาน้อย คือด้านระบบ โครงสร้าง และกระบวนการการทำงานสนับสนุนวิสัยทัศน์ ด้านมีวิสัยทัศน์ที่ทุกคนในองค์กรมองเห็นภาพ ด้านแบ่งปันอำนาจและการมีส่วนร่วม ด้านสื่อสารอย่างเปิดเผยระหว่างบุคลากรในองค์กร ด้านให้ความสำคัญต่อผู้รับบริการเป็นสำคัญ และด้านเรียนรู้อย่างต่อเนื่อง 3. ทักษะการบริหารของผู้บริหารด้านทักษะด้านความสัมพันธ์ระหว่างบุคคล ทักษะด้าน การวินิจฉัย และทักษะด้านเทคนิค ส่งผลต่อความเป็นองค์กรสมรรถนะสูงของโรงเรียนสังกัดสำนักงานเขตพื้นที่การศึกษาประถมศึกษาพระนครศรีอยุธยา เขต 2 The study aimed to investigate: 1) the managerial skills of school administrators in Pranakorn Sri Ayutthaya Primary Educational Service Area Office 2, 2) the high performance organization in Pranakorn Sri Ayutthaya Primary Educational Service Area Office 2, and 3) the managerial skills of school administrators affecting the high performance organization in Pranakorn Sri Ayutthaya Primary Educational Service Area Office 2. The sample of this study were 86 schools that have operated to strive for a high performance organization in Pranakorn Sri Ayutthaya Primary Educational Service Area Office 2. There were 172 respondents which composed of administrator or acting on behalf of administrator and teacher. The research instrument was a questionnaire about managerial skills of school administrators based on Dubrin’s concepts and the high performance organization based on Blanchard’s concepts. The statistics for analyzing the data were frequency, percentage, arithmetric mean, standard deviation and stepwise multiple regression analysis. The findings of this research were as follows: 1. The managerial skills of school administrators in Pranakorn Sri Ayutthaya Primary Educational Service Area Office 2 in overall and individually aspect were at the highest level, ranking from the highest to the lowest arithmetric mean were; conceptual skill, technical skill, political skill, diagnostic skill and interpersonal skill. 2. The high performance organization in Pranakorn Sri Ayutthaya Primary Educational Service Area Office 2 was at a high level in overall. When considered in each aspect, three aspects were found at the highest level and the other three aspects were found at a high level, ranking from the highest to the lowest arithmetric mean were; energizing systems and structures, compelling vision, shared power and high involvement, shared information and open communication, relentless focus on customer results and ongoing learning. 3. The managerial skills of school administrators: interpersonal skill, diagnostic skill and technical skill affecting the high performance organization in Pranakorn Sri Ayutthaya Primary Educational Service Area Office 2.
