The implementation of mitigation and monitoring measures

Abstract

This research aims to investigate the performance of mitigation and monitoring of petroleum exploration and production projects of PTTEP International Limited (Suphanburi Asset). The study is done by investigation of mitigation and monitoring compliance in accordance with environmental impact statements ( EISs ). The results was found that mitigation implementation of sources A and B was the most effective at 83.88% and 86.99%, respectively. For monitoring, The results of environmental monitoring were 83.66% and 87.01% . This research also has studied knowledge, awareness, participation of employees, executives and employees being directly responsible for compliance by Interview questionnaires and depth interviews method. The results have been found that employees have high level of knowledge and awareness. However, participation is moderate, especially in less Opinion and communication topic. For Executives, they have policy to comply with the measuring, including to distribute the policy to responsible people for the annual plan setting. During the past period, Petroleum Exploration and production has implemented the measuring and made public relations for stakeholders to acknowledge the activities. With above results, most people in the community are not affected. Furthermore, The community also has positive opinion with project’s community development. The results are able to used as the feedback to improve the performance of control measuring and implementation approach of each project in the future. Moreover, its are also able to be one of the approach for project planning through impact monitoring. Lastly , Its can guarantee for long – term sustainable development, and worth resource using.

งานวิจัยนี้มีเป้าหมายเพื่อศึกษาประสิทธิภาพของมาตรการควบคุมผลกระทบสิ่งแวดล้อม อันประกอบด้วย มาตรการป้องกันและแก้ไขผลกระทบ และมาตรการติดตามตรวจสอบคุณภาพสิ่งแวดล้อมของโครงการ ของบริษัท ปตท.สผ.อินเตอร์เนชั่นแนล จำกัด (โครงการสุพรรณบุรี) โดยศึกษาการปฏิบัติตามเงื่อนไขในมาตรการป้องกันและแก้ไขผลกระทบและมาตรการติดตามตรวจสอบคุณภาพสิ่งแวดล้อมที่ระบุในรายงานการประเมินผลกระทบสิ่งแวดล้อมของโครงการ ผลการศึกษาพบว่าการปฏิบัติตามมาตรการป้องกันและแก้ไขผลกระทบของแหล่ง A และแหล่ง B มีประสิทธิภาพอยู่ในเกณฑ์มากที่สุดร้อยละ 83.88 และ 86.99 ตามลำดับส่วนผลการปฏิบัติตามมาตรการติดตามตรวจสอบคุณภาพสิ่งแวดล้อมอยู่ที่ร้อยละ 83.66 และร้อยละ 87.01 นอกจากนี้ยังทำการศึกษาความรู้ ความตระหนัก การมีส่วนร่วมต่อการปฏิบัติตามมาตรการป้องกันและแก้ไขผลกระทบ และมาตรการติดตามตรวจสอบคุณภาพสิ่งแวดล้อม ของพนักงาน ผู้บริหารและพนักงานที่มีส่วนเกี่ยวข้องในการปฏิบัติโดยตรง ผ่านแบบสอบถามและการสัมภาษณ์เชิงลึก ในส่วนของบุคลากรพบว่ามีความรู้และความตระหนักต่อมาตรการป้องกันและแก้ไขผลกระทบ และมาตรการติดตามตรวจสอบคุณภาพสิ่งแวดล้อม ในระดับสูงแต่มีส่วนร่วมในการปฏิบัติอยู่ในระดับปานกลาง ส่วนผู้บริหารพบว่ามีการกำหนดนโยบายให้สอดคล้องตามมาตรการป้องกันและแก้ไขผลกระทบ และมาตรการติดตามตรวจสอบคุณภาพสิ่งแวดล้อม จากนั้นส่งต่อนโยบายไปให้ผู้ที่รับผิดชอบนำไปกำหนดเป็นแผนงานด้านสิ่งแวดล้อมประจำปีและปฏิบัติตามอย่างต่อเนื่อง ในส่วนของชุมชนโดยส่วนใหญ่ไม่ได้รับผลกระทบทางด้านสิ่งแวดล้อมเนื่องจากการดำเนินกิจกรรมสำรวจและผลิตปิโตรเลียมของโครงการในช่วงระยะเวลาที่ผ่านมามีการประชาสัมพันธ์ให้ชุมชน ผู้มีส่วนได้ส่วนเสียได้ทราบเกี่ยวกับการดำเนินกิจกรรม ทำให้คนในชุมชนได้มีส่วนร่วมแสดงความคิดเห็น นอกจากนี้ทางชุมชนยังมีความคิดเห็นเชิงบวกเกี่ยวกับการเข้ามาพัฒนาชุมชนของโครงการ ผลลัพธ์ที่ได้จากการศึกษาในครั้งนี้ สามารถนำไปประยุกต์ใช้เป็นแนวทางในการเพิ่มประสิทธิภาพของมาตรการควบคุมผลกระทบสิ่งแวดล้อมให้กับโครงการอื่นๆ อันจะส่งผลให้เกิดการพัฒนาธุรกิจควบคู่กับการใช้ทรัพยากรธรรมชาติที่ยั่งยืน
