RISK MANAGEMENT AND SCHOOL EFFECTIVENESS UNDER THE SECONDARY EDUCATIONAL SERVICE AREA OFFICE 9

Abstract

The purpose of this research were to determine: 1) the risk management under the Secondary Educational Service Area Office 9 2) the effectiveness of the school under the Secondary Educational Service Area Office 9 and 3) the relationship between the risk management and school effectiveness under the Secondary Educational Service Area Office 9. The sample of this study were 56 schools. The respondents from each school were; a school director and a teacher who responsible for internal quality assurance, with a total of 112 respondents. The instrument for collecting the data was an opinionnaire. The statistical analysis were frequency, percentage, arithmetic mean, standard deviation, and Pearson's product moment correlation coefficient.

The findings of this study were as follows:

1) The risk management under the Secondary Educational Service Area Office 9 as a whole and each aspect were at a highest level. They were risk response, risk assessment, reporting and monitoring, risk identification, and objective setting respectively.

2) The effectiveness of the school under the Secondary Educational Service Area office 9 as a whole and each aspect were at a highest level. They were overall school quality management, job satisfaction and achievement respectively.

3) The relationship between the risk management and the effectiveness of the school under the Secondary Educational Service Area Office 9, as a whole was positive correlation with statistically significant at the 0.01 level.

การวิจัยครั้งนี้มีวัตถุประสงค์เพื่อทราบ 1) การบริหารความเสี่ยงของโรงเรียน สังกัดสำนักงานเขตพื้นที่การศึกษามัธยมศึกษา เขต 9 2) ประสิทธิผลของโรงเรียน สังกัดสำนักงานเขตพื้นที่การศึกษามัธยมศึกษา เขต 9 และ 3) ความสัมพันธ์ระหว่างการบริหารความเสี่ยงกับประสิทธิผลของโรงเรียน สังกัดสำนักงานเขตพื้นที่การศึกษามัธยมศึกษา เขต 9 กลุ่มตัวอย่างที่ใช้ในการวิจัยครั้งนี้ คือ สถานศึกษาสังกัดสำนักงานเขตพื้นที่การศึกษามัธยมศึกษา เขต 9 จำนวน 56 แห่ง ผู้ให้ข้อมูลโรงเรียนละ 2 คน ประกอบด้วย ผู้อำนวยการ 1 คน และครูผู้รับผิดชอบงานประกันคุณภาพภายใน จำนวน 1 คน รวมผู้ให้ข้อมูลทั้งสิ้น 112 คน เครื่องมือที่ใช้ในการวิจัย เป็นแบบสอบถามความคิดเห็น สถิติที่ใช้ในการวิเคราะห์ข้อมูล คือ ความถี่ ร้อยละ มัชฌิมเลขคณิต ส่วนเบี่ยงเบนมาตรฐาน และสัมประสิทธิ์สหสัมพันธ์ของเพียร์สัน

ผลการวิจัยพบว่า

1) การบริหารความเสี่ยงของโรงเรียน สังกัดสำนักงานเขตพื้นที่การศึกษามัธยมศึกษา เขต 9 โดยภาพรวมอยู่ในระดับมากที่สุด เมื่อพิจารณารายด้านพบว่า อยู่ในระดับมากที่สุดทุกด้าน โดยเรียงลำดับค่ามัชฌิมเลขคณิตจากมากไปน้อย ดังนี้ การจัดการและการจัดทำแผนการบริหารความเสี่ยง การประเมินความเสี่ยง การรายงานและติดตามผล การระบุความเสี่ยง/เหตุการณ์ความเสี่ยง และการกำหนดวัตถุประสงค์

2) ประสิทธิผลของโรงเรียน สังกัดสำนักงานเขตพื้นที่การศึกษามัธยมศึกษา เขต 9 โดยภาพรวมอยู่ในระดับมากที่สุด เมื่อพิจารณารายด้านพบว่า อยู่ในระดับมากที่สุดทุกด้าน โดยเรียงลำดับค่ามัชฌิมเลขคณิตจากมากไปน้อย ดังนี้ การจัดการคุณภาพของโรงเรียนโดยรวม ความพึงพอใจในการทำงานของบุคลากร และผลสัมฤทธิ์ทางการเรียนของนักเรียน

3) การบริหารความเสี่ยงกับประสิทธิผลของโรงเรียน สังกัดสำนักงานเขตพื้นที่การศึกษามัธยมศึกษา เขต 9 มีความสัมพันธ์เชิงบวกในระดับปานกลาง อย่างมีนัยสำคัญทางสถิติที่ระดับ 0.01
