A Study of Risks affecting an Organization Outsourcing Project Managers to manage Construction Projects in a Real Estate Development Company

Abstract

The objectives of this study were to examine the risk, risk factor, risk prevention, and risk impact affecting an organization which outsourced a project manager to manage the construction project in a real estate development company. The data were collected using snowball selection method (non-probability sampling). The total number of the samples was 8 peoples. The research instrument was a structured interview, open and closed-ended questions. Delphi-technique was deployed to validate the finding using a group of Four experts.

The study revealed that the risks highly affected an organization were 1) hired an unqualified OPM who do not have the ability to perform the job. 2) important information leakage. The main causes of risk were 1) the real estate development company itself that a) do not have an efficiency process of OPM selection. b) having conflicts of interest between in-house and OPM. 2) OPMS lack of the professional code of ethics. In addition, the study found that the risk can be prevented by 1) real estate development company need to have a systematic and efficient process of staff selection, (In-house and Outsource). 2) real estate development company need to identify the ability and desirable characteristics of in-house and OPM.

งานวิจัยนี้มีวัตถุประสงค์เพื่อ ศึกษาความเสี่ยง สาเหตุ แนวทางการป้องกันและผลกระทบจากความเสี่ยงที่เกิดขึ้นกับองค์กร ในการว่าจ้างผู้จัดการโครงการภายนอก (Outsourced Project Manager - OPM) เพื่อบริหารโครงการก่อสร้างในบริษัทพัฒนาอสังหาริมทรัพย์ โดยเก็บข้อมูลจากกลุ่มตัวอย่างทั้งหมด 8 ท่าน โดยไม่ใช้ความน่าจะเป็น (Non-Probability Sampling) ด้วยการคัดเลือกแบบลูกโซ่ (Snowball Selection) เครื่องมือในการเก็บข้อมูล คือ การสัมภาษณ์แบบมีโครงสร้าง (Structured Interview) โดยแบ่งเป็น คำถามปลายเปิดและปลายปิด แล้วดำเนินการรวบรวม เรียบเรียง และตรวจสอบความถูกต้องของข้อมูลโดยผู้เชี่ยวชาญทั้งหมด 4 ท่าน ด้วยเทคนิคเดลฟาย (Delphi Technique)

ผลการศึกษา พบว่า ความเสี่ยงที่ผู้ว่าจ้างให้ความสำคัญเป็นอันดับต้น ๆ ที่ส่งผลกระทบและสร้างความเสียหายรุนแรงต่อองค์กร คือ 1) ความเสี่ยงในการจ้างผู้จัดการโครงการภายนอกที่มีความสามารถไม่ดีพอในการทำงาน และ 2) ความเสี่ยงของข้อมูลสำคัญภายในบริษัทพัฒนาอสังหาริมทรัพย์รั่วไหล ซึ่งปัจจัยหลักที่ก่อให้เกิดความเสี่ยง คือ 1) ปัจจัยภายในของบริษัทพัฒนาอสังหาริมทรัพย์เองที่ a) ไม่มีกระบวนการคัดเลือกผู้จัดการโครงการภายนอกอย่างเหมาะสม, b) ความขัดแย้งจากผลประโยชน์ทับซ้อนระหว่างคนภายในบริษัทพัฒนาอสังหาริมทรัพย์กับผู้จัดการโครงการภายนอก และ 2) ปัจจัยส่วนบุคคล ที่เกิดจากการขาดจริยธรรมและจรรยาบรรณในวิชาชีพของผู้จัดการโครงการภายนอก นอกจากนี้ยังพบว่า วิธีการป้องกันความเสี่ยง คือ 1) การจัดให้มีกระบวนการคัดเลือกบุคลากรอย่างเป็นระบบและมีประสิทธิภาพ ทั้งคนภายในบริษัทบริษัทพัฒนาอสังหาริมทรัพย์และผู้จัดการโครงการภายนอก และ 2) การจัดให้มีการประเมินความสามารถและคุณลักษณะอันพึงประสงค์ในการทำงานของบุคลากรทั้งภายในและภายนอกบริษัท
